UP Govt frames Rules to regulate the Fees structure for Building Approvals

The Uttar Pradesh Housing and Urban Planning Department has standardized and established rules for assessing, levying, and collecting various fees, including the impact fee, development permit fee, building permit fee, and inspection fee, which are charged during the building map approval process. 

The orders implementing these regulations were issued on January 28, introducing the Uttar Pradesh Urban Planning and Development (Assessment, Levy, and Collection of Impact Fee) Rules, 2024, along with the UP Urban Planning and Development (Assessment, Levy, and Collection of Development Permit Fee, Building Permit Fee, and Inspection Fee) Rules, 2024. 

Officials from the Ghaziabad Development Authority (GDA) shared the document detailing these newly notified rules on Wednesday. 

According to officials, an impact fee applies when land designated for lower usage is intended to be developed for higher usage. The regulations classify various activities such as transportation, industrial, residential, office, and commercial based on different land-use categories. 

The impact fee rules define specific coefficient numbers for fee calculation, depending on the type of activity and land usage. The fee is determined using a formula that considers the plot area, circle rate, and impact fee coefficient. 

Additionally, the development permit fee is structured according to land area, while the building permit fee is calculated on a per-square-meter basis, varying by land use. The inspection fee follows a similar structure. 

A former GDA town planning official stated that these fees were already being collected during the map layout process, but there were no formal regulations. Now, the rates have been standardized across all development authorities.
