Technical bugs in Karnataka e-khata: Results in 95% decline in Property registrations

The intiative which is taken by the Karnataka govt to digitize property transactions for making e-khata that  is mandatory for the registration has run into technical  flaw which results in a 95% decline in registrations specially in Bengaluru,Mangaluru and Mysuru.

The decline reaches to a point when the stamps and registration department is on a goal to catch by keeping all the sub registrar offices opens during weekends. In the first half of the fiscal, the property registrations increased by 5% over last five year sloping up to 11,550 crore,from 9,419 during the same period in the last year.

The e-khata has been mandatory in last month which is September to review the false transactions. The system that was launched on Sept 9 in four districts has been enlarge to eight districts on Sept 23 and rest of the state by Oct 7.A sub-registrar in Bengaluru said that usually a registrar offices have 50-60 properties in a day. It has minimal five to six by referencing to a teething problem in the e-khata mandate.

Out of Karnataka’s 257 sub-registrar offices, only 26 offices in Bengaluru are free from e-khata mandate. There are 43 sub-registrar offices spread across the five registration districts in entire Bengaluru. E-khata is compulsory in  Basavangudi which has seven sub-registrar offices  and Gandhinagar which has ten sub-registar offices. Execution is going on to expand three additional districts such as Jayanagar,Rajajinagar and Shivajinagar in coming next week.

Local bodies are responsible for providing e-khata documents which acts as a legal proof document ownership for tax payments.

BBMP has issued draft e-khatas online for Bengaluru which has 2.1 billion properties.In the process of sealing the final data,properties owners have to download the draft and  need to submit all the electronic ids ,including sale deed, Aadhar card, e-KYC, A 10 digit Bescom number ,GPS details and photograph  of the property along with encumbrance details. Even after so much of numerous issues starting from reporting glitches on the portal to a general lack of awareness among citizens lead to creating disturbances amongst the citizen in acquiring e-khatas.

Responding to these issues, Revenue Minister Krishna Byre Gowda summons in a meeting with BBMP and revenue officials and show concern to the challenges particularly in Bengaluru.

According  to him the issue has put into notice in front of honorable Deputy CM DK Shivkumar who has already instructed the BBMP officials to solve the situation as soon as possible. There are some internal turmoil and very soon people will enjoy the benefits of digitalization once if everything gets sort out.

He even persuade the property owners that they have not set any deadline for obtaining e-khata.People who want to sell their properties need to settle it down now and others can take their own time. Adding to that he also say that helpdesks are available in all the locations like BBMP,ARO office, Bengaluru Office, Bengaluru One and local body offices in the rural areas for those who want any help and support while obtaining e-khata.
