New Burden for Bengaluru - Homeowners to Pay Extra Monthly Fee from April 1

On April 1, Bengaluru residents' property tax bills will include a new user fee for the collection and disposal of domestic rubbish that has been approved by the Karnataka government.

According to an article in the Deccan Herald, the policy applies to all households in the city that produce waste. The charge structure consists of six slabs, depending on the size of the property.

Buildings small to 600 square feet will cost Rs. 10 per month, while those larger than 4,000 square feet would cost Rs. 400. A typical three-story building on a 30-by-40-square-foot lot, for instance, may cost Rs. 150 a month.

This is in addition to the Solid Waste Management (SWM) fee, which is currently deducted from property taxes and goes toward funding public space maintenance. The fee is expected to generate approximately Rs. 750 crore annually. According to BBMP Chief Commissioner Tushar Girinath, BSWML's allocation has increased to Rs. 1,400 crore. "

The user fee is expected to generate at least Rs. 750 crore. He said, "The remaining cash would be provided to BSWML from our other revenue sources," according to the article. In comparison, the agency previously received Rs. 1,085 crore from BBMP financing.

The idea was accepted earlier this year by the Urban Development Department, which is headed by Deputy CM D K Shivakumar, but the official order has not yet been issued. In the most recent city budget, BBMP Special Commissioner (Finance) Dr. Harish Kumar P said that the agency would start collecting the user fee and property tax in the 2025–2026 fiscal year.

Although BSWML had presented its application last November, citing the Solid trash Management Rules, 2016 and other court rulings, this is the first time BBMP has explicitly accepted the establishment of a user fee for home trash management.
